Both of the envelopes actually serve a purpose. The outer envelope has the full names and addresses on them:
Mr. and Mrs. John Smith
123 Locust Street
Philadelphia, PA 19103
The inner envelope has everybody's name that you are actually inviting. If you are close to them and normally address them by their first name that's what you put on the inner envelope:
John and Jane
This is also where you would list their children's names if you were inviting them.
John, Jane, Suzy, and Johnny (the outside envelope would then have the words "and family" on it.
The inner envelope is your way to signal exactly who is invited to your wedding so there are no extras.

It's tradition, but not a requirement.
They're addressed differently. The outer envelope has the family name, but does not go into detail. The inner envelope is addressed to everyone, by name, in the family who is invited (if you aren't having kids there, for example, the inner one would not have their names... if you were having kids there, their names would be listed along with their parents).
However, you CAN skip this process if you want, especially if kids are invited to the wedding. Address the outter envelope "The Jones Family", or "James, Mary and John Jones" or just "James and Mary Jones" if John is not invited.
I could understand the two envelopes, but what is the deal with the tissue paper????

If you have the money in your budget then go for it, if not then put that money towards something better, like the honeymoon! People worry way too much about the little things, no wonder so many brides get stressed up to their eyes with wedding plans. My view is this, those envelopes will end up in the bin, why put good money towards something that will be thrown away? Traditions are dying and new ones taking their place, you are not honour bound to follow every single old tradition surrounding weddings, your wedding day is a new beginning so make new traditions.

It is tradition to have an inner and outer envelope. I don't believe that it is carved in stone that you do though. Didn't the printer that engraved your invitations supply you with the proper envelopes?

the inner evenclope is mainly for keepsake purposes. they are unnecessary and cutting them can save a lot. you may still wnat to use an invitation jacket or vellum/tissue paper over the invitation though so that the ink won't smear.
i just used the invitation inside a vellum jacket, with the RSVP card, and return envelope all isndie the main envelope. it worked just fine and saved some cash.

Save some trees and use only one. The "inner envelope" which fits the invitation itself better I believe would be most appropriate.
Two envelopes are used so that the pretty envelope remains clean of postage stickers, stamps, and because it usually doesn't have your information on it, simply the name of the guest(s). Whereas you put all the other info on the "outter".

If you purchased your invitations from a stationary company, the inner envelopes should be provided. It sounds like you didn't get any. OK. The purpose of the inner envelope is to protect the invitation. You do not need it. Better get those invites out soon, good luck. :)

The reason why you have two envelopes is because the outter one usually gets messed up because you will probably mail the invitations, so when the person receives it, they can discard the dirty, stained... beat up outter envelope and keep your invitation in the other envelope, which will have their names and will be clean, neat, brand new. Does that answer? We did ours with both and when we ran out we only used the outter one... nobody will mind if you only use one. Also the inner envelope usually doesn't have to be sealed, so it comes without the glue, the outter one has the regular glue.
It's really up to you, if anything, use the inner envelope because the other one will have your invitation loose inside.

the only other envelope I have ever heard of besides the one the entire invite comes in the the envelope you stamp and provide for the response cards. other then that I dont see any need for another one..that would just be a waste.
