They never play with him and he's always laying in the same spot it's on the porch and i never see his owners around.. Should I just let him be or do something about it?
One time I tried playing with him, he's really friendly but they told me not to and they don't even play with him that's what made me mad.. So should I just leave him alone or call somebody? They've had him for about 4 years..

you sound like you are caring to animals...
if the owners are doing something wrong such as abusing their dog, then you can report it. If they are just ignoring it, you should probably let him be. Try offering to dog sit the dog when the owners travel or would like a day off.

It is tragic that these people would have a dog when they don't have time for him. A dog is companion, not a lawn ornament.
Anyway, if the dog's owners have told you not to play with their dog, don't. You could get into legal issues by ignoring them.
Look around their yard. You said the dog stays on the same place on their porch all the time. Have you ever seen anyone let the dog in?
Does he have shelter for when he is outside? (Shelter would be an adequately-sized dog house that is at least slightly elevated to prevent water from pooling on the floor after rain.) Most states require owners to provide shelter to dogs that stay outside for more than a certain percentage of a 24-hour period.
Does he have free access to water? And by water, I mean fresh water. No standing pools of water with dirt and leaves in it, no filthy dish that only gets filled when it rains, and no actual swimming pools.
How does the dog look? He may be sad and bored, but does he look healthy? Can you see any ribs or hips poking out? Is his coat clean or matted. Do his nails touch or dig into the ground? (they shouldn't)
If the dog is being left outside all the time without his needs (mentioned above) being met, then he is being legally neglected. Call your local Animal Control or ASPCA, and they should investigate. Active cases are a matter of public record, so you can keep tabs on it.
If the dog's needs are being met then, despite how sad his condition is, he is not being neglected. There is not a whole lot you can do from a legal standpoint.

As someone already said.. If they told you not to play with the dog DON'T.. not only are there legal issues with being on their property but they may have a reason for saying not to.. I have a dog with a history of biting.... but, if someone were to approach him without us present we can't know what he will do.. and if he attacks someone who is trespassing on our property, not only does that person not have any case against the owner, but the dog would STILL get put down due to having a history..regardless of the fact that someone broke the law to get to that point. If you do not know the dog's history you don't know what the problem is.. As for the rest of it.. just watch.. see if there is anything really bad going on.. (I.E: all the tips above about what constitutes neglect).. call a humane society, the aspca, or even the cops.. and do it EVERY time that there is a noticeable problem.Eventually they will get tired of having them come over out of the blue and either shape up, or find the dog another home.. (on the other hand they could snap and do something worse to the dog.. but if it's that open I doubt they'd do anything)

Amanda I truly feel your pain having to view this day in and day out. To many people get dogs especially to serve their own purposes. Mine are cared for better then a lot of children are so I am one of those on the opposite side of the spectrum. If he is tied many States have laws forbidding this so my advice would be to contact local animal control anonymously and ask if an officer could check on the dog and his situation. To do this you normally have to write a letter to them, give the address and description of the dog and circumstances...if there is any law being broken they will see to it that it changes, if not you can only do your best to not focus on what you can't change as it will only bring you turmoil within your heart. But odds are if they pay as little attention as you describe Officers will find something wrong even if it’s as simple as the animal not being provided clean drinking water. Shots must also be current and odds are a person demonstrating so little towards their own pet also doesn’t deem the animal worth spending the money to provide care up to minimum standards required. Give it a shot, it will be rewarding to you within.

unfortunatly unless he doesn't have fresh acess to water or food or no shelter of any kind there's nothing legally you can do about it. emotional needs are not madated by any animal law. try being friendly to the neighbors and ask if you can take him for walks or play with him. if they say no i'm really sorry but you'll just have to sit by and watch. if they seem like they want to get rid of the dog and you can afford to take care of him and any medical problem he may already have then offer to take him. but other than that i'm sorry there's really nothing you can do that won't get you in trouble.

Mind your own business. The dog probably has a job that needs to be carried out.
If you come up and spoil him (Play) he'll regard u as the owner and it'll cause major problems.
He is probably well taken care for you just dont know it.

I'm sort of in the same situation. But there really isn't anything you can do. Tell them if they don't want to play with the dog..then ask them if you can have it. And if they say not to play with it talk to them and tell them to be more resposible after their dog. TAKE charge and show them what it means to have a dog. Maybe after then they will be grateful.

Well he isn't your dog and I know I am having problems with a neighbor not paying attention to his dogs. There isn't much you can do unless the dog is starving or abused.

there isn't actually any1 that you can call for these things, for me you can do 2 things... you can just sneak in every time and try to play with him for a while, give him biscuits or wtvr.. or you can ask if you can buy the dog from them :)

It is a crime against animals to make them unhappy. that is cruelty to animals.. Call the animal rights activist.
