How do I uninstall programs and/or games that won't uninstall using the ADD/Remove feature in XP?

because i intalled photoshop cs3 a long time ago and it wont let me install it again cuz its still in the ADD/Remove feature

Cl Start, Programs
scroll to the program you want to uninstall
if you are lucky, there will be a right arrow to a submenu
On the submenu will be an option to uninstall

If not, go into Safe Mode and try to uninstall.
