Study your tail off ALL THROUGH high school, get good grades. Find a congressman from your area and try to talk them into giving you an appointment. You will need personal references from as many people as you can get.
On your application essay, be down to earth but as eloquent as you can. Talk about your feelings about a Naval career, and where you see yourself in 5, 10, and 20 years from now. Be honest and be yourself.

Play sports, be good at them, befriend a Congress critter now and become active in your community. The military academies are all about politics and what you can offer them. Being in a varsity sport definitely helps.
Edited to add: I thought its obvious that you need excellent grades, but you really do! Unless a coach is recruiting you, you need super high LSAT's and grades.

Either at the Academy (I visited and hope on being accepted) or from Amazon, it is SOOOOO HELPFUL an will answe all your questions. I HIGHLY reccomend this.

Get good grades and good standardized test scores. Engage in a couple of athletic teams and get a recommendation from your Congressman or Senator. Volunteer in your community and get recommendations from heads of your community. Oh yeah, learn how to write a really good application essay, and you'll be set to go to Annapolis. Easier said than done.
