can surface paint in the pipeline can hold pressure?

When hydrotesting of an old underground pipeline we found that pipeline is holding 5 bar pressure despite having a pin hole which was covered by a 2-3 mm appoxy painting. Can a paint can hold pressure? if so how much?

Epoxy can hold pressure but sooner or later it will chip off and then leak like a full pinhole.
