It's not the female dogs that raise their legs to pee. It's the male dogs.
By raising their legs, (male) dogs aim higher on the tree or lamppost and make themselves larger. Some wild dogs in Africa even try to run up the tree trunks while they ware urinating to appear to be very, very large.

Most female dogs that do that, do it to keep themselves from getting wet. My dog does it when the grass is wet outside...I've seen quite a few female dogs do that, especially small or low-slung breeds.

Do you have a male dog? If so she probably learned it from him.
