First off, remember that to be legal, the barrel must be a minnimum of 18" and the over all length must be a minimum of 27". Anything less is a felony. Having said that, I would not cut any shotgun barrell to less than 18 1/2" just to be on the safe side. I would always recomend that you have a gunsmith perform any work on a firearm. Both to ensure it is done right, and to protect you from liability and injury.
Do not cut it with a hacksaw, you will not get a straight cut and this will affect the shot pattern as well as lowering the value of the firearm. Also, cutting down a bbl will be like having a wide open choke unless you have a gunsmith install a screw in type choke. And finally, why not just go buy a Mossberg pump shotgun with a 18 1/2 or 20" bbl and avoid the whole issue?

Simple, criminals have been doing this for years.
Step 1: Obtain shotgun, preferably from a untraceable source.
Step2: Use hacksaw, chop saw or some other metal cutting tool and cut the barrel to the desired length. Optional, cut down the but stock for added concealment.
Step3: Do whatever dirty deed with it and go to Prison.
Congratulations, you are now an instant Felon!
Seriously, this is a stupid idea, and why would anybody want to ruin a perfectly good shotgun for anyways?

Be advised that cutting a shotgun's barrels shorter than 18" and a total length of not less than 26" is a Federal Felony.
Contrary to popular belief, cutting barrels short does not improve their performance.
At indoor ranges, even a sawed-off shotgun will not have pattern much larger than the palm of a hand. And it damages accuracy.
Stick to an 18" or 20" barrel. You will be legal, and you will have a better shot pattern.

You can buy any number of shotguns; why not buy one with a 20 inch barrel in changeable chokes? Are you so wealthy you can waste money on a fine shotgun and saw off the the barrel; that would be like buying a new ford pickup and putting it into a demolition derby.

Doc Hudson is correct. You must maintain a barrel length of 18" in order to have a legal length shotgun. IF you want a short barreled shotgun, you can buy what's called a smoothbore pistol, which is a 3 shot shotgun. Its a registerable "Any Other Weapon" (AOW) and you must pay a tax to the ATF in order to buy one. But you cannot make it yourself without buying a tube of astroglide for your time in federal prison.

Skip that hacksaw, too much work. Try to get access to a chop saw, will cut through the barell in 10 to 20 seconds. Then grind or file off any burrs on the inside and outside of the barell. Next, walk up on a G and blow him away!

any barrel sawn off under 18" or 18.5" is illegal and carries a federal mininum of 5 yrs. and large fine and felony on your record. so, don't be stupid, okay? if you must saw it off use a hacksaw, but you can buy shorter, legal barrels from most manufacturers

All you need is a double-barrelled shotgun, a hacksaw, and a total disregard for the law. Nothing could be simpler. You may need wood dowels and a brass hammer, though, if you make a hash of it initially.
