Remember that you were in love with this person at some point (or thought you were). You need to take the time to sit and thoughtfully discuss your feelings. Tell them how you feel and why this isn't working. Don't attack or hurt them with your words. Explain that it would be better to break up now than to live a lie or to go any further when you know it isn't right for you. It will be a painful situation for both of you; ending a relationship usually is but, in the longrun, you will both end up better off. Your former partner will be able to go on and find someone who will appreciate them and maybe find someone who will find their qualities the ones that suit them, too. Just be truthful and have some compassion for what they will be feeling during this conversation. It's easier when there are no feelings left - you can be open and direct...
You have two choices - and it depends on whether or not you still want to remain friends with this person afterwards:
1) You can sit them down and let them know that the love has gone out of your relationship - and that it is over. No harsh words, and no LIES. Tell them that you consider them a friend (if you still DO), and that you wish to remain friends...
2) Tell them off - or break it to them "quick and fast". Since you don't want this person in your life anymore - AND there is NO attachment left between the two of you - just do whatever you can to get them out the door as quickly as possible. The sooner they're gone, the sooner you can move on in your life...
PERSONALLY - I would go with the first approach 99.9999% of the time. ONLY use the second if you have grown to LOATHE the other person - or they can't take a hint ;););)

As soon as possible. make any time the right time...even if it is uncomfortable. The longer you wait the long you string the person along and the more hurt they will be. honesty is always the best approach. the longer you wait tension may build from either of you. be gentle and be straight forward. if there is no chance that you want to get back with them make sure this is clear and they understand where your heart is
