Getting settled in larger cities, most notably Istanbul, can cost big bucks--budget a good $2000 for apartment security deposits, first months' rent, furniture and household appliances. Generally apartments don't come with essentials like washing machines and stove tops--you have to buy them yourself. After this, it depends on your style of living--but honestly, Istanbul is nowhere as cheap as it was some four years ago. If you want to eat rice and beans at home every night and only travel on city buses, then sure, you can live quite cheaply. But if you want to eat out, explore the country and have some beers, you're going to be struggling on $1000, esp. if you have to pay rent. I lived a pretty bare-bones lifestyle when I was making that much. Generally, people in Turkey live with their parents until they get married, so their money goes that much further in meeting living expenses.

It depends on in which part of the city you are going to live in and what your life style is.The minimum wage in Turkey is a bit over 400 USD and millions of people manage to eke out a living on it.
In luxurious neighbourhoods,it is likely that you can hardly meet your house rent and needs with 1000 USD or even with 1500 USD.
I think you can do well with 1000 USD and much better with 1500 USD in a moderate neighbourhood in Istanbul.

If you don't have an excessive life style, you will live very comfortably. I am thinking you have a job offer? You have to consider your accomodations first, i.e. the neighborhood you'll rent a house in. If you can find a decent house with not so high a rent, near where you'll work, and by good luck, if that neighborhood is a nice place, you'll live in bliss.
You can find online information about houses for rent:

Unfortunately, it is in Turkish. Send a message if you need help.
