Y would anyone want to use a volvik ball on the tour???? I guess they could but would a baseball player use a plastic bat?

I don't think the PGA has any special rules, but several types of Volvik balls conform to USGA rules.

why should it be not legal.? It is a very good ball and in 2017 Buba Watson will be playing on tour with Volvik balls

The answer is found on the USGA conforming ball list, which list approximately 50 legal Volvik balls. The Volvik Vista is every bit as good as the ProV1 and could be used very productively on the PGA tour. However, being a Korean ball with little distribution in the US (I couldn't find at my local Golfsmith store) they aren't going to pay PGA Tour pros to play their balls. The LPGA is a different story as many of the Korean women on that tour play Volvik.
