Just look at how many heads of state were at the last Pope's funeral! (And our presidents were right there in front.) I believe that the "image to the beast" is the United States of America. They will force the world to obey the Pope's rulings at some time in the future. "The image to the beast" is also described as a country that rises up out of a relatively unpopulated area, starts out as a Christian country with civil and religious liberty, but eventually begins to speak like a dragon (Satan). Sounds like the U.S. to me.
