you should call and ask how she's doing and stuff like that, then near the end of the conversation, ask if you can meet up somewere during the week.

You need to be assertive, funny, short and sweet.
"Hey _____. It's _____ Can you talk? I just wanted to say that getting your phone number was the most exciting things to happen to me this week. I'd really like to do something if you would be interested, you know, so I can keep up the excitement." Then suggest something simple to do and propose a time and date. If she agrees, get off the phone and say "I can't wait....this really is exciting!"
Do not get into a long conversation. You could blow it. This way, you have taken charge, flattered her, made her smile and got a date with her. All that stuff makes girls wet.
