The form is a 1099. Why should one pay tax when the person was incarcerated and not receiving any pay, but yet working for free?

If it's a 1099, it's taxable income, and the irs wants it's share.

If you received a 1099, you received taxable income. Taxes are due so you have to pay. Merely being convicted of a crime does not absolve you of your tax liability.
