If you're on a Windows XP or newer PC then try Paint.NET...

The only free product that I think is similar in features to PhotoShop is GIMP.

You do need layers if you are going to be serious about image editing. Even though PhotoShop is expensive, it is what I use and highly recommend it.

The GIMP is free and will do most of the things Photoshop can do.
