How about those half-filled (with water) plastic gallon jugs? I heard they spook the dogs.
Or wildcat urine, if you can get it.

Put up a garden gate.

Make this long distance correctional tool & you can stop him in his tracks when he takes position to dump.

Put a few small (not little) pebbles in a coke can (enough to make a good rattle when shaken), tape up the opening & attach a bail wire to the top of the can. When you see your dog positioning him self to dump, sling the can by the bail wire so the can lands next to him. This will startle him & he will stop what he is doing & run.

Make 3 or 4 so that you don't have to go retrieve one each time you sling it. DO NOT just throw the can. It will make a noise when you pull back to throw & again just before you release the can. You don't want the dog to know where it came from. It has you sent but as far as he knows it did not come from you.

This little tool can train dogs to stop barking, peeing where not wanted, pooping where not wanted or any time you need to make a long distance correction. Getting into the trash, chewing on "no-no" things, it's just a handy little home made tool.

If its your dog, where else should he go? The house or the street where it is an offence.
It its someone else's dog, if you know the owner, you should have a polite word intimating they should walk it properly. If it's a stray, or you don't know what dog it is because you see the deposits after the event, I'm assuming this must be your front garden. Can you not fence it in? I know you shouldn't have to but that would solve problem.

go to your local zoo and ask the caretaker of the big cats for some sawdust soaked in tiger or lion urine, then take a large bag of this and mix it into the soil in your garden, not only will the dog leave but all of the other animals as well.

In any given situation, focus on what you do want your dog to do instead of on whatever he’s doing wrong. Learn how to train your dog https://tr.im/8mL4l

For example, suppose that on many evenings, your young dog gets busy looking for trouble just as you’re digesting your dinner. He grabs a boot from the mat by the front door and gallops through the house with it. You yell at him and take it away. He grabs its mate. You yell and take it away. He heads for the kitchen and starts checking out the counters in case something tasty’s been left behind. You chase him away. And on and on, until you’ve lost your temper and torn out clumps of hair you can ill afford to lose.

At Petco they sell this stuff you can put in your yard and farden that isn't harmful to animal or plant and it keeps animals away.

I've heard it's the smell, but only animals can smell it. I used to work there and we always had people coming back every few weeks to get more ... so I'm assuming it works.

Just go to Petco (or any local animal store) and ask where the lawn care items are.

Well, the old fashioned way used to be walking the dog so he/she can eliminate "outdoors".
The only other possible solution is picking up the shits from the daisies.

hmmm... well i believe it's safe to sprinkle pepper on the ground and dogs dislike it. is their other good areas with longer grass for your dog to go? sometimes they like areas a bit concealed, thus the garden is a good place (to them at least).

just train your dog not to go there, and maybe put up a fence around it.
