Depends on what you mean by "born again"...
We believe that when we repent and are baptized, we come out of the water clean and perfect so in that sense "born again" or "born of water" and when we are given the gift of the Holy Ghost through the laying on of hands from those who hold the Priesthood, that would be being born of "fire".
We covenant with God at baptism to love Him, keep the commandments, love our Savior Jesus Christ, to remember Him always and to stand as a witness of Jesus Christ at all times, in all things and in all places.
Since we are no where near perfect, we need the atonement and power of repentance to get us back on the right track, we partake of the Sacrament each Sunday at church, this is in rememberance of Jesus' body and blood that was given for us. We also "renew" our baptismal covenants, promising to remember Him and to keep His commandments. So in that sense we are sort of "born again" each week as we renew those covenants.
I would say we don't believe in the traditional sense of the Chrisitan's "born again"...

Yes. Here are some Mormon scriptures (including the Bible)
John 3: 3, 7
3 Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God.

7 Marvel not that I said unto thee, Ye must be born again.
Alma 7: 14
14 Now I say unto you that ye must repent, and be born again; for the Spirit saith if ye are not born again ye cannot inherit the kingdom of heaven; therefore come and be baptized unto repentance, that ye may be washed from your sins, that ye may have faith on the Lamb of God, who taketh away the sins of the world, who is mighty to save and to cleanse from all unrighteousness.
1 Pet. 1: 23
23 Being born again, not of corruptible seed, but of incorruptible, by the word of God, which liveth and abideth for ever.
Mosiah 27: 25
25 And the Lord said unto me: Marvel not that all mankind, yea, men and women, all nations, kindreds, tongues and people, must be born again; yea, born of God, changed from their carnal and fallen state, to a state of righteousness, being redeemed of God, becoming his sons and daughters;
Alma 5: 49
49 And now I say unto you that this is the order after which I am called, yea, to preach unto my beloved brethren, yea, and every one that dwelleth in the land; yea, to preach unto all, both old and young, both bond and free; yea, I say unto you the aged, and also the middle aged, and the rising generation; yea, to cry unto them that they must repent and be born again.
Alma 36: 23
23 But behold, my limbs did receive their strength again, and I stood upon my feet, and did manifest unto the people that I had been born of God.
Moses 6: 59
59 That by reason of transgression cometh the fall, which fall bringeth death, and inasmuch as ye were born into the world by water, and blood, and the spirit, which I have made, and so became of dust a living soul, even so ye must be born again into the kingdom of heaven, of water, and of the Spirit, and be cleansed by blood, even the blood of mine Only Begotten; that ye might be sanctified from all sin, and enjoy the words of eternal life in this world, and eternal life in the world to come, even immortal glory;

it would depend on your definition of being born again.
we believe in Jesus Christ, and as an action of this belief we are baptized, the baptism being the physical declaration of our being born again in him.
