Either by hand held or mounted radar or laser units that we carry. The devices shoot a invisible beam out that hits the car, bounces back and gives an exact speed reading.
Other ways are by pacing a car, following at the same speed in our cars to get the speed. Also, aircraft. Marks on the roads are a start and stop point for a spotter in the plain and distance and time are figured out to give a speed.

If your question is how can a cop tell how fast you are going, the answer is Radar and Laser.
Don't let the pork lie to you, both can be defeated with detectors. A little care must be taken. Find a good wide band radar/laser detector. As you cruise the road pay attention to when it goes off and how it goes off.
Most pork in the country use older style constant on radar. This radar emits a signal all the time and is easily defeated by a radar detector. No more tickets from that fat a** country pork.
Bigger city cops and State Patrol use pop-radar and laser.
Pop-radar emits a signal when the pork pulls the trigger or pushes the button. Since it emits a band of radar signals the detector will pick these up as well. They will also detect this over hills, etc... You should be careful though in that the pork often hides and if you're the only one on the road you may get popped before you can react.
Laser is tougher to beat is used by Highway patrol and some police traffic patrols. It emits a very narrow band of light that almost has to be pointing at your detector. However, the bouncing signal from other cars will set your detector off and make it seem like you got popped. Again take caution when driving alone on the road.
You can defeat laser with a device that emits a signal back to the gun and causes it to error out. Some of these devices are illegal but many are not.
Always remember the pork is out there to poke you. They are the legal mafia and have bosses that make them take your money.

Radar is becoming more obsolete. For years now, police departments have been using VASCAR. Its a point to point system where as your speed is calculated between two marks set by the computer. There is no signal or detection. The police have you, and usually have a few units up the road to pull you over. Look at your ticket, should have the means of detection.

To determine the speed limit, they use the street your car is on and the sign posted on it.
Now, if you actually intended to ask how do they determine speed, these days it is usually done using radar or laser. They can use other things like pacing your car or estimation. A lot easier to prove in court with a radar or laser reading.

that is weird you asked that cause i was thinking about that today. But hey use a radar gun, i was going 19 mph over the speed limit and got pulled over and he knew the exact speed i was going..i didnt even know. But i went to court to fight the ticket, and instead of getting 10 points on my lisence they only gave me 2. If ive just paid without going to court i would have gotten 10.

They use a special speedometer tool in their car. They also have one that they can hold in their hand. That's why people shouldn't speed. Another reason is they have unmarked cars. The speedometer tool is use to measure how fast vehicles travel. There's also a plea you can use called Prayer for Judgement that can be use for the first time you get a ticket.

radar...i have seen them not even hiding before.....just standing on the edge of the road next to their car aiming a radar gun at traffic......you go before a judge only if you dont pay the ticket and are arrested for unpaid citations...if you got a ticket just go ahead and pay it and if you want less points on your license usually there is a course involved

they have a gun like object that they point at your car that uses radio waves to determine how fast your car is. they are usually accurate but i hate them nonetheless.
