how do i get to the menu that allows me to change the bitcommet upload speed. cuz i heard if you decrease the upload speed it increases the download speed.

Best just leave it as it is, altering this only works sometimes but most of the time No difference.

I agree with both commentors.
Been using bittorrents for years.
Sometimes to download a certain file faster, especially whn I notice it's seed/peer are in good health %, I'll stop other inactive or less active files to download it faster. But at the same time, I'll maintain at least 50% of upload to maintain the share health. That way I can increase the download speed.

Generally peer to peer networks are designed to increase your download speed as you share (as you increase your upload speed)
