I'd go ahead and count the baby. She's two so she eats and she'll be needing dinner too. If she was still on a bottle, then she wouldn't count. Plus, it never hurts to have a little extra. (I went to a wedding once where they ran out of food and had to order pizza!)
Also, if you have several children under 12 attending, you can ask your caterer about a kids meal, like chicken fingers. They can usually make something like that for less than the cost of the adult meal.

You count everybody. If they are eating you count, and most people do a few extra heads in the head count just in case someone eats more than others, and so you dont run out of food.
But everyone the eats in the food count. Also if the banquet hall is doing th catering then make sure you get it right bacuse you wont have enough chairs otherwise.

That depends on what your caterer considers a "head". Check your contract. There may be a specification. Ask your caterer if they can provide childrens meals at a reduced cost so that there will still be enough food for even the little ones, but you don't have to pay full price for such young kids.

When they require their own plate. If the kids will eat from their parents' plate, the caterer does not have to make more food or serve another person.
Once the kid needs his/her own plate, the caterer will count the child as a person.

I didn't count any kids at all, and there were I believe 12 ofg them. I had some no shows, and still had lots of left overs - but we also did it buffett style so we were sweet.
