not exactly.

rca cables can be supplying composite video or component video.

the order of quality is

composite
s-video
component
hdmi

so if the rca cables were connecting component video then that is better quality than svideo.

S-video is not noticeably better than composite video, however the S-video connector is very delicate, the pins are easy to bend, and frankly, I wouldn't waste my money or time on an SVideo cable. Of course, HDMI and Component are high definition capable, but plain-old Composite (the yellow RCA connector) is quite good, if the original source is clean.

But is it better to use S-Video? In my opinion, it's about the same, but RCA cables are sturdy, the connectors don't need to have perfect alignment to plug in, and RCA is the preferred way to go.
