Yes. But the big problem will be taste/quality.

Many bacteria produce acids that sour foods and these cannot be removed. But in an 8 hour rest they likely did not produce so much as to ruin your fume.
If you left it out because it needed to cool and it was late try a cold water bath. Just place the pot in a sink or tub full of cold water. In a sink you can have the cold water running and the drain partly blocked. In this way cold water continues to replace the warm water being created by the cooling of your stock/fume. You can cool a 10-quart stock in about 1-2 hours. Stir the stock occasionally when doing this.

Food spoilage rarely occurs "overnight" it takes time. And most food illness (which is common) are very mild.

Probably so, boiling will kill any bacteria. However, why would you want to chance using something like that to ruin a good recipe? The best dishes are made with the best ingredients. If you need a substitute for the lobster broth, consider bottled clam broth.

THROW IT OUT!!!
There are two basic types of food-borne illness:
Food infection and food intoxication.
Food infection is caused by living organisms such as the bacteria colony that you just grew on your stock. Food infection can be cooked out .
Then there is something called food intoxication which is the result of the toxins that your bacteria colony just produced and food intoxication can never ever be cooked out.
Next time get that stock into an ice water bath and stir it until it reaches about 55 degrees then get it into a refrigerator.

No, its bad, once the bacteria are there, they are in to stay throw it out and learn from your mistake.
And to the one that said nothing goes bad overnight is dead wrong. My hamburger helper didn't fair so good. It became cat food.

NO!!!! You should never reheat or eat any seafood product that has been left out and not refrigerated immediately. Food poisoning from seafood is the worst, don't risk it.

Was it originally cooked to at least 165 °F and does it have a "spoiled/sour" smell? If yes and no then you can reheat and reuse with reasonable safety if no and yes then toss it. Never taste food that looks or smells strange to see if you can still use it.

I am sure.
I'm eating left over pizza from the coffee table
it is a little dried out but just fine tasting. It's cold
if there were any bad bugs around I would be breathing them anyhow.

If it looks good and smells good it should be ok. If not, boiling will not fix it.
