i checked on progressive to see what it would cost for insurance and it said my 12 month rate was 215 dollars. do they mean 215 per month or 215 total for 12 months?

That is the rate, PER MONTH

If it said "your 12 month rate is $215" that would be what it costs a year. If it said "Your monthly rate is $215" then your yearly rate would be $2,580. But if you aren't sure, please ask before you sign up.

Rest assured that it is the monthly rate for 12 months. You can get insurance in monthly and quarterly increments but the price is a little higher.
