what do i need to start a cooling tower system when this has already been bougth?

i got compressor ,secator ,an cooling tower system stopped, i want to run this system ,so what i have to do next

I am not sure what a secator is. id you mean SCADA?

I don't see any mention of instrumentation that you can use for monitoring and control nor of a SCADA system with a human interface to look at nor a set of manual (hand) controls.

First has the system ever been run? Do you know if each pump and the compressor has been started in hand mode and each valve opened in hand mode? Are all motors turning in the right direction? Is all piping free of leaks? Did the instrumentation show a proper result for those actions and conditions?

If this is the first time it is being run is there someone from the vendors and the design engineering firm there to troubleshoot any problems? Did those vendors or the design engineer deliver O&M manuals that have the startup procedures correctly documented? Do you have a properly licensed person on your staff to operate the equipment? Do you hae electricians and pipefitters there to handle any emergecny repairs?

If all those things are OK you just follow the instructions and run it in manual and then switch to running in automatic.
