What Julia says is good advice. However "citizenship" is far more than the environment. It means being law abiding, being aware of those around us and being willing to help where and when we can. If we can't do these things, we not good citizens of our own nation, how can we then be world citizens.

First of all, I would break down the phrase into two parts:
What is "Global citizenship"? For me this means being a valuable citizen to planet earth as a whole, not to one country. A global citizen is one who cares for every inch of the planet, and whose sense of responsibility to Mother Earth and its children (plants and animals, including humans) stretches beyond geopolitics and geographical barriers. A doctor who works for Medecins Sans Frontieres (Doctors Without Borders - international organisation providing free healthcare to where is it needed most) is an example of global citizen. So how can global citizenship begin at home, literally?
One of the things, of course, is caring for the environment by recycling, using alternative enegry sources, cutting down CO2 emissions and saving water etc. Another is, as mentioned, upholding the law (universal law, that is: honesty, humanity etc.). And another, is applying the principles of care, unconditional love, forgiveness, compassion and giving to all of the people in your household, your friends AND YOURSELF!
So how about "charity begins at home" - same thing! You don't have to donate huge amounts of money to hospitals and other organisations to be charitable. The same principle applies here - be charitable to those around you, give freely and joyfully to all including yourself.
So for me, "global citizenship" is about attitude. If you can confidently say that you are proud to be on Earth, then you are a global citizen. Peace is the key, if the world is your home, then you don't want random groups of people fighting on it. You have to believe in peace to be a global citizen, and peace begins in your mind.

until your home is OK, you cannot go out and help others.
to be a good global citizen you might want to reduce emissions that add to global warming. Begin at home by recycling, reducing, and reusing items that that would go into landfills. See?
