If your renewal notice has been lost or destroyed, you may download an application for a Substitute Renewal Notice to obtain a duplicate renewal notice:

If you apply for your renewal after the expiration date of your current registration, there will be a $10 late fee assessed.
WI DOT State Site: Replacement renewal notice:
License plate renewal notices are mailed to the last known address of the vehicle's registered owner at least 30 days before the license plate expires. If you have lost your notice, or if you did not receive one, you may download a Substitute Renewal Notice form MV2016 . Completely fill out the substitute notice, and mail it with the required renewal fee to the address listed on the form. Or, if you prefer, you may take the notice to any DMV service center offering registration services, for immediate processing. There is an additional $3 fee for renewals done at the customer service center. You may also obtain a substitute at any DMV service center.
Note: If you don't apply to renew your license plate on time, state law requires us to assess a $10 late fee. The fee can't be waived for any reason, so be sure to apply to renew your plates before they expire.
Owners of automobiles, and certain other vehicles, also have the option of renewing on-line, using a MasterCard, Visa, American Express, Discover credit or debit card. Your credit or debit card will be charged an additional $1 service charge. Use of the on-line renewal system requires a special access code, referred to as an "RRN" number. Your RRN number (also known as a product number) can be found on your Certificate of Vehicle Registration.
Please note: If you have transferred these plates to another vehicle within 3 months of your plate's expiration date, the product number will not be the same and you may not renew your plate on the Internet.

I agree that you should have gotten the notice since the DMV website states they send them out at least one month in advance. I have included the webpage with the info you need to renew your plate. One problem I see on the website is that if you go to the DMV, they can add up to a $10 charge for renewal. Having the card can save you money.

The absolutely free reverse vin check sites generally provide fake information. To get real information, money will have to be paid. The free searches provide fake information so they can get your email address to send spam.
Stay away from shady reverse vin check sites, most likely you won't get any information after you make the payment. Not to mention you won't get a report and you won't get an answer if you try to call for a refund. Stick with a reputable reverse vin check site like http://www.reversevincheck.net that has been around since 1995.
