Business Travel consultants are travel agents for businesses. Most companies have established travel policies, such as only business or coach class airfare, no hotels over x$ per day, etc. A business travel consultant will be familiar with your companies travel policies and stay within those guidelines so that you don't have to worry about it. The traveler will contact them directly, state their destination, business, length of stay, desired time of arrival/departure, etc, and the consultant will handle the rest. The consultant will book the flight, hotel, rental car or taxi service, etc. Good ones will even recommend places to eat that are within your companies budget guidelines and may even direct bill your company or file your company travel voucher for you, so that you don't have to worry about keeping up with all those receipts or worry about paying a company credit card directly.

Basically, it's a bucket shop agent that will find bucket shop prices for businesses. If I want a ticket, it's a bucket shop, when a businessman wants a ticket it's a Travel Consultancy. Same people, same service but I get cheaper tickets as bucket shops add a premium to the price quoted for business travellers that are better known as Clients rather than customers.
