The question of whether or not you could be on his insurance as a dependent is entirely unrelated to whether or not he claims you as a dependent on his taxes. It's based only on the rules and regulations of the particular medical insurance company. Some insurance companies cover "qualified domestic partners" and some don't. The only way to find out is to ask.
For your WV medical card, the answer is the same. Ask the appropriate state agency. Don't mention the tax filing issue. It has nothing to do with the case.

Those saying he can't claim you as a dependent are wrong in the last two years the laws of and the definition of a dependent and head of house hold have CHANGED!! maybe you guys arnt filling right? :)
As for the insurance I am at a lose on that one I would say check with the insurance company and the welfare as stated in some above posts..

Who is a Dependent?
According to the IRS, a dependent is a person who meets all five of the following criteria:
The person is a member of your household, or related to you.
You provide at least half of the person’s support.
The person’s gross income is less than $3,000.
The person must not have filed a joint return, except in certain circumstances.
The person must be a U.S. citizen or resident.
Hope the above clears it up for some that say she CAN NOT be a dependent :))

First of all, I'm not entirely sure it's legal that he's claiming you as a dependent when you are not married. Does WV recognize domestic partnerships? If so, you might be all right. But if not, your boyfriend could be in a world of hurt should the IRS ever decide to audit him.
If WV recognizes domestic partnerships, you MAY be eligible to be on your boyfriend's medical coverage. You need to check with the insurance carrier and see what the plan allows.

Depends on how his employer defines dependent. But I double it.
When you post your question be prepared for all answers because onceyou put it out there you are fair game.
I do have a strong suspicion you all have been trying to use the systems and not all has been done to the intent nor letter of the law.
IF your relationship is not a legal one in the state of WV then he can not claim you on his tax returns.

Too bad about your not wanting "therapy & self-help" answers! If this guy loved you he would marry you. If he's telling you he's claiming you as a dependent, he's either lying or extremely stupid- it is against the law to claim you as you are not married to him. Sounds like this guy takes real good care of you (yes, dear, that IS sarcasm!). No insurance, no ring- yeah- he really loves and respects you. My advice is to let this loser and user go before you waste another 16 years on him.

Bummer! He's committing tax fraud!! He can't claim you, legally.
Nope, that doesn't make you an eligible dependent.
Yes, it hurts your chances of getting WELFARE health insurance, because his income would count against you - it's household income.
However, he could flat out MARRY you, and that would solve the problem, wouldn't it.

Your darling boyfriend is committing federal tax fraud by claiming you as a dependent. You don't qualify as one under the IRS code.
A few employers provide health coverage plans for 'significant others', such as is your case. However, if the plan doesn't offer that, there's no way you would qualify under his coverage.

he shouldnt be claiming you as a dependent, he should claim head of household. you're not his dependent. you're not related to him through blood, marriage, or adoption, and your over 18.
You are allowed one exemption for each person you can claim as a dependent. You can claim an exemption for a dependent even if your dependent files a return.
The term “dependent” means: A qualifying child, or A qualifying relative.
