Most definitely! It takes the right amount of training, as everyone learns at a different pace. It's the same as learning how to dance, draw, or play an instrument. Remember, just about everyone has the ability to sing, it just takes the skill. The only difference among singers is their usable range. Working within that range and learning how to stretch it is key.
Studying with a vocal coach can help pinpoint different problems and bad techniques. Straining, incorrect breath control, tightening of the throat/facial muscles, etc... can all be symptoms of one problem.
There's no telling exactly how good someone can become, as everyone's success rate will be different. However, everyone IS able to better the sound of their voice and master control over it.
Like everything in life, it just takes practice!

Depends on how bad you are. If you're reeeeally tone deaf, you may never be a good singer because you don't know where to pitch your voice. But if it's just a matter of your voice being inexperienced, then with training and practice anyone can sing competently. Think Billy Joe from Green Day. His is a well-practiced voice, even if it isn't particularly special.
