There is a difference between activating a card, and opening an account. Once you submit the application or apply for the card, you agree to all of the companies terms. The credit card is just a way to use this credit you were given. By the time you receive your card, the account is already open.
The balance is probably an annual fee. It could also be an online purchase you could have made, or a transfer. You will need to see what's on the balance. If it's an annual fee, you should be able to cancel within 30 days or so to have the fee waived (you would need to check with the company). If not, they you will need to pay the balance or risk late fees and negative marks on your credit.
Again, the account is already opened. The card is just a way to spend more money. See what the bill is for, and call the company for help if you need to.

Just because you don't activate the car doesn't mean that the account is not activated.
You will have to pay the bill before closing the account. However you may want to think twice about closing this account. Unless it has an annual fee or any kind of fees attached to it other than interest and your typical late fees, you have no reason to close it.
You're credit score is partially based on the amount of available credit in use. The lower your balances are in realtion to your available credit, the higher your score is. Therefore even if you don't use this card but it has a $1000 limit, you would be taking that much away from your total avaiable credit and thus lowering your score.

Some companies charge you just for the "privilege" of having a card. Cut it up, send it back and tell them "No thank you". If you never activated it, they have a lot of nerve to charge you. That's the catch with these credit cards. Read the small print, I think you will see you are being charged for having the card whether you used it or not. Bad company, Don't use the card.

If there's an annual fee you'll have to pay that whether you activate the card or not.
NEVER take a card with an annual fee! There are so many that do not charge one that there is no good reason to apply for a card with a fee.

Why would they have sent you a bill? If you did not activate it, something could be wrong. I would call them right away and tell them to cancel the card.

If you do not have a balance, I would cut up the card and mail it to the company with a letter stating that you would like to close your account, that way it will not show up on your credit report because the account is officially closed.
