When passengers slide off a car seat, Static Charge is developed along their bodies, and when they touch the ground this charge flows through their body and they experience a a mild electric shock.

electricity only flows through certain materials. a car can build up a small charge because the tires are insulators, there's nowhere for the electricity to go. but as soon as you touch the ground, electricity can flow to ground - through you.
