Nah...not legally. But you can charge whatever you want for the goods. Its up to the buyer to beware or pay what he thinks is a fair price....ESP if you know that they are second hand... Caveat emptor!

Yes.
Anyone registered for VAT will charge VAT. They may use a margin scheme which allows them to charge only on their mark up (second hand cars, antiques etc).

You can;t charge vat on second hand goods b'coz vat is already paid on first hand sale so there is no need to submit vat again to the govt.
