Is there a Klingon equivalent to the Federation's Section 31/ Cardassian's Obsidian Order/ Romulan's Tal Shiar? Thanks!

Not on the shows or the movies. There may be a book or fan fic describing such group. Although all were warriors and could do commando style raids, they lacked the patience for information battles. Stalking prey for a short time was one thing, planting a listening device on a ship to blackmail an enemy captain would probably be considered unhonorable.

They would consider it dishonorable. But there were alot of conspiracies within the Empire, although that was mainly with internal klingon affairs, such a worf's father's dishonor and the events behind it in TNG, or the attempt to create superior klingons using soong's enhanced humans in Enterprise.

Klingons don't do covert anything! The believe you meet your enemy face to face and confront one another on the field of battle. Of course, that does not mean they don't have thier own ways of gathering information and handling disputes...they just are't on the level of the orginizations listed above.
