What an intriguing question! I am assuming that you are talking about a small cat-size toy bicycle; and also that you do not wish to harm your cat.
I don't really have the answer, except that cats are not as intelligent as dogs, and are certainly not as biddable (because cats don't have the "leader of the pack" instinct that causes dogs to be somewhat subserviant to humans). But I can't really see why you would want to.

can you hack up hair balls like cats do ??

NO , so no Kitties cant ride bikes nor motor cycles - plus even trying it would put the cats safety at risk

I highly doubt it. Not a human-sized bike, especially. But their bodies aren't made for their front legs to work like arms and steer and their back legs to pedal...and don't even know how they'd work the handbrake...so my vote is no.

can an idiot think of more cruel and unusual ways to torture small animals? Jeffrey Dahmer's first victim was an animal. I hope you are on a better route than him.

Probably not.
It's not a good idea.
Your cat might get hurt.
