Since the duration of your ban is over, you can go back to Dubai on a new visa. Normally it is not possible to check your status by online.
If you are trying for a work/visit visa then ask the concerned (your proposed employer or others) to check the status from the immigration department. If you are under blacklist then your application will be rejected by the authorities.

you shouldn't give out your passport number over the internet. Have you tried going to the India Embassy in Abu Dhabi? Their general inquiry number is +971 2 4492700. I'm sure they could answer your questions on how to get back to your home country better than someone on Yahoo could :) Best of Luck.
