Asking the question 4 times isn't going to get you the answer you want to hear. I noticed the first time you asked about Colorado. Under 18 you must have parental consent.
I am sure it will also vary by county, city and shop - what kind of risk some shops will take. In other words, even though they can tattoo a minor with parental consent, some might choose not to.
Finding a place that is willing to break the law to tattoo a minor isn't a place you would want to go as I would worry they are also not following the other laws regarding cleanliness, etc.
Either wait until you are 16 and get parental consent, or wait until you're 18. No tattoo is so important that you can't wait and have it done right.

Sorry, but it is a federal law. All states require parental permission if you're 16, almost doesn't count, to get a tattoo. If your parents aren't okay with it, you have to wait until your 18th birthday. And I can't imagine any tattoo parlor that would cut you slack by bending the rules cause they could get into a lot of trouble if they got busted.

Those laws apply in all 50 states of the US. America has so many child welfare laws that "protect" minors from getting tattoos before they become adults. I'm not going to tell you to do anything, but it is common fact that there are few in forced child well fare laws in Mexico.

If you can't convince your parents to letting you get one, you can always make it something you do on your 18th birthday. That gives you a couple years to really decide what you want, and if you really want it on your body for the rest of your life.

Getting a tat should not be undertaken lightly. Waiting until you are 18 is usually not a bad idea as this gives you time to plan and consider the type of tat you want and find a safe and good artist. Also cheap tats are usually not very good or safe, and waiting until you have the funds to pay a reputable tat artist is always a good idea. you can get a tattoo in any state under the age of 18. but you need to have ur parent or guardians permission. (they have to go there with u and have proof and stuff)

Arizona. And most states say it's okay at 16 as long as a parent is there to sign for you.

shops in nyc im 17 and got my first one at 16 without consent but i went with my boyfriend who was over 18 and they assumed i was 18 and i filled out my release and said i was 18

Honestly, you can when you're 16 (any younger, im not sure), just make sure a parent/guardian goes with you to sign the consent form.
