The strength of the attraction or repulsion between atoms in the material is the main factor.

When you stretch a material, you are pulling its atoms further apart. When you compress a material, you are pushing its atoms closer together.

So, the stronger the electrical forces that bind the atoms together, the larger the force required to stretch the material by, say, 1%. The stronger the electrical forces that push the atoms apart, the larger the force required to compress the material by 1%.
