Could be a runt, could just be a small dog. Runts sometimes have health problems, like under developed lungs which could make them have asthma later in life. If she's healthy, that's really all that matters.

Runts generally catch up to their siblings in growth by age 1. If your dog is small, it is more likely that she just had small parents, rather than being the runt.
The runt of the litter is not even a bad thing. Like I said, most runts end up thriving and doing just as well in growth and intelligence as the rest of the litter.

The dog seems fine...if it's a female they are always smaller than males anyway. If she was the runt it would only alter her height and weight by a little. Not much. Then you have to ask yourself if she is full blooded. If mixed with anything else can cause her to be short. And to know if she was a runt you would have to know the breeder and to know when she was born if she was the smallest of the litter....I bread Himalayan Persians and I deal with runts all the time.

I only way you can find out if she the runt of the litter is to go back to where you got her. The runt of the litter is the last one to be born. She may just be small. Do you know the size of the female or male she came from? At 2yrs.....she may have a little bit of growing to do.

That wouldn't necessarily make her the runt. It depends on her parents, and her pedigree, etc. You could likely not even tell which one is the runt of the litter once they are 2 years of age..

I had shephards years ago, it took them about 2 1/2 yrs to fully develope she may not be done yet or she may just be a smaller dog, but she falls in the "normal range" for a female

how much does she weigh? is she in good health? sounds small, but even with your height description your knees could be a few inches higher than someone else of your heighth. if your vet thinks she's healthy, and you understand she's not of proper conformation and shouldn't be bred and should be spayed. does it matter?
