I did this once on a Penn 500. Searching the Penn website, I guess they don't make the 200 any more, but here's a schematic for the 140L, which probably uses the same system and maybe the exact same parts, as the reel is about the same size.

If you take the sideplate off, the C-shaped spring (part 62 on the schematic) holds the "click tongue" (part 35) in place. If you take the spring out, rotate the tongue 90 degrees and it should snap off the Click Button (36), which will then come out. So you'll probably want to replace the 3 internal parts (the spring (62), the screw (62A), and the tongue (35), and maybe the button (36) while you're at it.

You'll probably have to check with Penn or a tackle repair shop to see if the 200 takes the same parts (or to figure which ones it does take), but unless the reel is all gunked up and corroded, fixing the clicker isn't too much trouble.

the clicker is permanently fixed in the side plate of the reel all you can do is lube the clicker and try to work it free the best way is to take the side plate off and lube it from the inside and it gives you more access to the clicker Assembly been there done that before i have a lot of Penn reels

It's probably a broken or a out of place spring. Best way to fix it is to bring the reel to a Bait and Tackle shop that specializes in Penn reels. Some specialize in Shimano, some Abu Garcia, some Penn. Find the expert in your area by using the internet.
