Yes, in your spare time. You won't be able to at basic training and probably not AIT, but after that you will have plenty of off duty time to practice. The Army won't mind if you play an instrument.

I think you had better learn to play a bazooka first. This will get you some brownie points from the drill instructor, which help in the early days of military training.
If you are joining the US army you may get a posting to Iraq, where you can fiddle while Baghdad burns.
You could also start an alternative musical group called the Violins of Violence. This could go really big in the Middle East and some parts of Africa.

Yes. You'll have varying degrees of spare time depending on where you are. I guarantee you won't be able to at Basic. You might be able to at AIT, but you might not have room to store it. You can audition for the band if you want to go that route. Then you would definitely get to practice at AIT.

I wouldn't recommend doing it in the barracks. I know that when I lived in the barracks (for almost 7 years) I was not very tolerant of musical instrument practice (we had a guy who played bagpipes).

Yep. If you get the right recruiter you might get lucky and get an MOS in the army field band.
