There is no LCD TV with a static contrast of 7,000:1.
If it a plasma, yes, a static 7,000:1 is way better than a dynamic 10,000:1 (which corresponds to about 2,000:1 static contrast, which by itself is really good).
If both are dynamic, then of course 10,000:1 is better than 7,000:1; however, do go a see for yourself!! Never trust spec numbers.
