It's a public street, so people can park anywhere they choose. As long as the neighbor isn't blocking your driveway, there isn't much you can do about it.
If the vehicle is parked where it is restricting access to your mailbox, however, you might want to speak to the neighbor about it in a polite manner. Perhaps he/she can park a few feet farther away from it. Mail carriers can refuse to deliver to boxes they cannot access with ordinary effort.

God asks that we give to our neighbors. Indeed, if you were sick wouldn't you want a better parking space. As rude as it is, maybe they're too embarrassed to ask your permission.
Of course, it is also important that bad people don't get away with lying and taking advantage of you for their sake as well as yours. If you're sure they're sick, point out to them that you noticed them parking in your space. Immediately say "that's OK while you're sick, it's a minor sacrifice for me to make to help a neighbor". Then keep talking. Offer to do something else like. "Hey I'm going to the store right now, do you need something?" This lets them know that they are not getting away with taking, because you are giving freely. It also makes note that there's a vague time limit.

unless you own the street or it's a private or assigned spot it's not illegal. sorry for your luck but thems the breaks
my nghbr has company that always parks ifo my house, i deal with it
if that's the worst thing they do you are lucky

you shouldn't be greedy and instead be glad to help out a person in need.
when that person is feeling better then you can ask him/her for a favor. make the best out of the situation.
