everytime I do a test strand they DONT change colors.
Right now my hair is a med. golden blonde. 2 days ago I bought ION BRILLANCE hair dye and I did a test strand like normal, the strand didnt change colors. Thinking the dye was old or cheap, I went back to sallys tonight and got a hair stylist to refer me to MISS CLARIOL. I bought 2 different shades because I wasnt sure on the shade. Im doing test strands on both right now but neither are changing colors and its been 40 mins!? What gives?! and yes I am using developer!

The developer you bought may only be a 20 vol. 20 vol only deposits color it does not lift. You will need a 30 to 40 vol. Both will lift but 40 will lift even more, It is the strongest.
You can also use bleach, but I would get one that can go on the scalp for safety. With bleach you would have to make sure you allow it to process through all the colors until you reach the blond you want. If you take it out to soon you will have orange.
You would take just a small strand and wet it to see what color stage your hair is at. If not done apply more bleach on that strand and give it a few more min. Be careful not to over process either. You will have to get on some professional products for color treated hair.
If you do just color use the higher developer and do the same with a strand of hair after it has processed the amount to time it says it should be done. Be careful again not to over process. For color apply 1/2 inch from scalp then apply color to that hair about half way in processing or maybe the last 10 to 15 min. It will take faster then the rest of your hair.
If you find that all your hair but the 1/2 inch you just applyed color to is done just spray your hair with water to get the color out as best you can. But don't touch the 1/2 hair you processed after until done. Then rinse your hair for a long time until all color is out.

I say WAIT. I went from brown to blonde about two years ago, and my hair still isn't the same as it used to be. I did go super light blonde, not a natural blonde. But when I dyed my hair the first time, I ended up looking like carrot top. So, I dyed it again the next, and it REALLY damaged my hair. My hair was originally past my breasts, and it got so damaged that I had to cut it to my shoulders. Wait a while, I've learned from experience.

you know...ure hair is prolly like mine...im actually going to try to dye my hair to a light blonde color tomorrow morning..and my hair is like hella dark brown...it has a weird reddish shade but i know its not dye...its just naturally weird and it doesnt take color well at all...itll turn back to the color it is the next day seriously...ive tried to dye it auburn. anyways...so what i was told by my stylist is that u are supposed to dye it with a regular dye first...to just get it to lighten up so its all the same color...then you can obviously either keep dying it or you could bleach it..which is what i will do...so that itll all turn out the same color when its bleached because of the underlying same color regular hair dye. i know its confusing but just try to bleach it since u already dyed it. good luck

Buy some bleach, but use something gentle since you already have blonde hair. Try the Herbal Essences in the pink box, it works great.

use deleloper of 9% strength
i.e 30 volume
do not apply the color to the roots of hair
keep 1/2 inch gap from the roots

Sometimes you have to have heat for it to "pop" is the word my instructor uses for it....otherwise I have no idea why it's not working? What volume developer are you using? 30 or 40 vol is to lighten I do know that 20 is to deposit color. GOOD LUCK!

i used to dye my hair blonde. my hair took FOREVER to process blonde! it took like 2-3 hours until it finally pulled through. what you need to do is go to a salon and get it done professionally. unless you don't want to pay a lot of money then you should go to a cosmetology school by you and have them do it for way cheaper.

honestly...i bet that developer has been on the shelf for months...is it expired? is the hair dye expired...no i am not joking..by the way you didn't say what strength developer you are using....also color doesn't lift color....it adds tones ....you need bleach and activator and toner to do what you are looking to do...i dont' know any stylist with half a brain that would tell you ...that color lifts color
