Assuming he's licensed, call your state's contractor license board for the proper complaint procedure. Don't pay him another dime until the work done is equal to the amount paid percentage-wise, or however the payment terms are written within the contract (assume you have one???)

It depends on which state your in.

I am in California, and if the contractor is licensed, they are registered through the CLSB, California State License Board, (http://www.cslb.ca.gov). I would think that most states, if not all states, should have a similar organization.

You could also contact a Lawyer. If the contractor isn't licensed it is going to be A LOT more difficult for you to get your money back, if not impossible.

I would start with a licensing board, and a lawyer first, and go from there. As I said, it's different in each state. But it is going to be difficult.

Is there any contract signed? Is the contractor licensed to carry out the work, like HDB licence of BCA licence? Firstly, you need to lodge a police report to give them as much particular as possible like the contract signed, the contact person, the cheque reference etc. Tell the police that they have cheated your money, this will be a very serious offence. But if you put it too mild, then, the police will tell you this is a civil case and you need to engage your own lawyer. If they are licence contractor, report them to the authority concern and black list them. If you have their address, go to the shop or office to make a scene out of it. Meanwhile, I think you should go a hunt another contractor to do the work since this one is not trustworthy.

Three things you can do"

1. Report to the Better Business Bureau

2. Report to the licensing board, whether it be local or state in your case.

3. File a claim in Small Claims Court.

And maybe a 4th thing you can do.. I believe you can file a complaint with the police for fraud.

I know besides the BBB and all the normal routes you can take...(which you should report to them all)
In the DC area we have a local news station that investigates and resolves these types of problems called, 7 On Your Side.
If you have something like this in your area I would do that in addition to every possible place you can report them.

Good luck. I hope you get your money back from the loser that ripped you off!

btw: If you haven't already. Start documenting everything. Your calls, messages you leave, conversations and who you talk with.......EVERYTHING.

take him to court, depending on how much money he has taken from you,it could be a small claims court issue, or over a certain amount of money is grand theft - check with your police department first. you should report him to them, the better business bureau, and the state licensing board - hopefully you got the license #, if not I believe they can check by the name though.
