Other than drinking plenty of water, eat onions, enough skin moister and the fact that they have Japanese Rice that seems to make their skin glow. Is there anything else that can help to contribute to have the skin I desire?

Yes, i do eat fruits and veggies, exercise (walk for 15 min everyday to work and another 15 min back), clean my face before bed. and yes, i do have pimples and breakouts, and I'm 24. i also have dark patches under my eyes that seem to never go away. I don't use sunblock as it worsen my pimples, but i do use products that has UV protection. And finally, yes, I'm an Asian.

from trials and errors, homemade and branded skin lightening products, here's what i've learned to achieve successful rosy white skin -

1. use safe and potent skin lightening products - no hydroquinone, mercury or steroids AND potent unlike most commercial products showing little or no results at all.. here's a good source-

2. apply your favorite moisturizers on face and body 5-10 minutes after the skin lighteners to keep them hydrated..

2. use a high spf (50 or better) sunscreen whenever outdoors.. sunscreen is a MUST whether you're in a skin llightening regimen or not.. it protects skin from aging, wrinkling, and sun damage.. neutrogena spf 70 is a good one that blocks both UVA and UVB rays..

3. take 500 mg vit. C everyday to enhance skin lightening and suppleness.. it proved to inhibit the skin's melanin content (brown pigments that determines our skin color)...

the above will give you faster and the most effective results.. i've done it.. :-)

Tips
Work out at least three times a week, even if only for half an hour. It improves skin glow.
Don't smoke.
Make sure you have a cleanser and moisturizer made for your skin type.
Always remove your makeup with your makeup remover and moisture it.
Use rosewater as a mild toner, it is mild and will leave your skin feeling soft and smooth.
Use fresh ripe papaya to get glowing skin instantly! Take a small piece of freshly cut ripe papaya and gently rub it on your face. Keep it on for about 15 minutes and then rinse. You'll see a difference right away!
Use a mild cleanser and then splash your face with rose water each night.
Using almond oil at night might assist you in getting glowing skin in the morning.
If you have sensitive skin, try mixing small amounts of castor and body oils into your troubled acne spots once a week after opening your pores with warm water and steam. This may sound counter productive, but it really helps.
Tea tree oil with 15% concentration works wonders for Acne-prone and blemished skin. Apply directly onto the acne areas and keep it overnight. This might cause some dryness but it's totally harmless. Drinking water is fine, as it keeps you hydrated. I never heard of eating onions to make the skin beautiful, but if it works for you, that's great. Moisturizing is the best thing you can do for youthful skin that doesn't need wrinkle creams or other anti-aging products. And I believe you're referring to rice powder, which is a very light powder that Asian ladies use as a contrast to their black hair. It would seem that you're doing everything right to achieve the look you want. I would also recommend healthy eating habits and cleansing your skin every night before bedtime to remove all traces of makeup. If you have no acne breakouts or scars, consider yourself lucky, and be happy with the skin you have.

I have a sandy fair skin, but I am trying hard to get a much lighter skin tone due to my family's pressure for me being the darkest in the family...well, i am not the darkest but I am a female so I am considered dark..I guess?!!!
so what kind of food, or products that ACTUALLY works to make my tone about one or two shades lighters?

I think it's in their genes. I don't think the Japanese Rice has anything to do with it though. Why do you need to eat onions? I've never heard that one before. Do you put on sunscreen when you are out? Do you have enough sleep? Do you use body scrubs once a week? Do you use baby oil after you use body scrubs? What kind of soap do you use? Liquid soap is a lot better because it doesn't make your skin dry. Do you eat lots of fruits and vegetables? Well, I don't know whatelse to tell ya. I think it's just in their genes. Good luck!
