By what standard does a skeptic measure if something is true?
For example
You test how hard or soft a mineral is by comparing it to a mineral of know hardness.
But how do you know you can trust your standard? You test it with a higher standard
Students are tested by teachers, but teachers are tested by certifiers.
So Consider. You test A by using the B, you test B by using C, you test C by using D … do you see a problem here?
The chain has to end somewhere. There has to be a Highest Standard.
Something absolutely trustworthy …
Something you trust not for the sake of some still higher standard, but for itself.
THAT'S where faith comes in.
You have to accept the Highest Standard on faith, because there isn't any higher one to test it with and the chain can't go on forever.
So demanding that things be tested doesn't rule out faith after all!

I believe skepticism is based on both. There are false prophets, false religions, and false people all over the world. We observe them, and are "burned" by them. Look at Jim Jones. He was supposed to be a "Christian" leader, and he killed hundreds.
I think God gave us the ability to question for a reason.

It all depends upon the person, their personality, and their life experiences.
Some people are just mean and they delight in being skeptical about anything just to put a damper on other people's delight.
Some people are skeptical because they've been fooled in the past and they don't want to be fooled again.
Some people might be called skeptical but really they are just careful about what they believe because they know that people are prone to making errors.
1. One who doubts the truth and reality of any principle or system of principles or doctrines. In philosophy, a Pyrrhonist or follower of Pyrrho, the founder of a sect of sceptical philosophers, who maintained that no certain inferences can be drawn from the reports of the senses, and who therefore doubted of every thing.
2. In theology, a person who doubts the existence and perfections of God, or the truth of revelation; one who disbelieves the divine original of the christian religion.
Suffer not your faith to be shaken by the sophistries of sceptics.

Skepticism is nothing more than questioning everything you are told and not accepting things on faith without evidence.

You can not have faith and yet be a sceptic. Faith is unquestioning acceptance, scepticism is not believing without empirical evidence. Sceptics draw their own conclusions on the basis of observations.

I think partially it is a frame of reference that some people are simply born into.
Some people ARE born very gullible, other people are born skeptical.
Certainly, some of Cicero's greatness was inherent.

It can be based on both. Some people don't believe until they see and life can be an illusion. Sometime things that you think you see is not always what you actually see. And some people believe whatever they hear and they never research.
