The Army normally will accept RE Codes of 1 or 2 and in some circumstances a 3 with the appropriate waiver. They do not accept RE Codes of 4. You can if you wish apply to your former branch of service to have your RE Code upgraded however while this is an option it very seldom happens as its require flag rank (General or Admiral) approval. I got two waivers on RE-4s when I wa an Army Recruiter in three years. I'm not sure what GKK means but if you have a skill the Army really needs, anything is possible.
Both of the waivers I got were for trained Divers which they seemed to really want.

RE4 means not recommended for reenlistment. the G means Condition (not physical disability) interfering with performance of duty. Which means, you were a F*** up. The Army doesn't want you either.

with a RE4 for drugs, your ONLY shot..MAYBE is the National Guard, who waives them on a case by case basis, but you better have a squeaky clean record and walk on water now to have a shot.

Nope, they will not allow someone discharged from another service for drug use to enlist.
RE-4 = Not recommended for reenlistment
GKK = Drug Use

being that if I'm not mistaken the 4 in that code means dishonorable discharge I don't think you can (I may be wrong)
