Yes, you can. If you have your papers in order.
The visa staff at the Thai embassy in Singapore is normally not rude, but they don't show the normal "mai pen rai" patience due to the very large number of applications they handle. Same goes for the Thai embassy in Phnom Penh, whereas the consulate in Penang and the embassy in Vientiane used to be a bit more friendly and flexible.

However, new rules have recently been put in place, so be sure you have all the required papers/documents or you'll certainly not get the O visa.

I would think so, that's what embassies are for, and normally you don't need to be a resident of the country where the embassy is to be able to use their services. From other forums I've read, the people at the Thai Embassy in Singapore are notoriously rude and some people have recommended Penang as a better place to go. Can't say for sure though from personal experience.
