its not that he wants to but stuff always comes up and im sure of it he doesnt make things up......my bday is coming up should i make plans without him or should i involve him in my plans???

Don't settle for a guy who will give you endless excuses!! If he really loved you, he wouldn't have a thousand excuses..so no, don't involve him in your plans, go out with your friends and have a fantastic time! Try to forget about him for 1 night and just enjoy yourself, life is too short and then dump him, stop wasting time! Find a guy who will shower you with affection and not give you hundreds of excuses, or someone who is more available.

Firstly, you should make plans with a group of people, including him. Dun leave him out and dun make him the centre of your plans.

He may still love you but he seems to be prioritizing you on the bottom of the scale. Over time, this lack of priority will be bad. So you may want to have a good talk with him and let him improve.

Make group plans. That way if he doesn't show, you still have a celebration. You might also think about breaking up with him, since he puts everyone elses life over yours. Tell him since he doesn't have time for you, you're letting him off the hook. Do you really want to settle for his left over time?
