If you go to a recruiting office, they'll tell you some things but not all. Locate your local Marine OSO (Officer Selection Office) and bring your friend with you. He does have to become a citizen before becoming an officer. If you enlist, he'll be no different than the person who just finished college. The reason why I say he should just go to an OSO is because he has the opportunity to see if the Officer Programs are right for him with no obligation. Many people mistake OCS as something that is easier than enlisted Boot Camp. Wrong. It is much more tougher because the schools focuses a little more on individual conduct than team overall. You are judged on almost everything. The easiest for college undergrads and grads is Platoon Leader Class. It's designed to evaluate candidates. Hope this additional information helps.

All commissioned officers of the United States Armed Forces are U.S. citizens. That's Federal law. He has to first become a citizen. He also has to possess a degree given by an accredited institution in the U.S.

Had a troop (USAF) from the Phillipines who couldn't even get citizenship. Thusly when we had certain squadron briefings, he was not allowed to attend them.
