I have a illegal driver which will expire from end of 2007. Can I exchange this driver at any pro shop free of cost.

If you bought when it was legal at the time, then you bought it. I seriously doubt that a retailer would allow you to return it. It won't hurt to try but be prepared for that answer. The retailer shouldn't be held liable for selling you a club that is legal at the time of purchase.

If you just bought it not knowing it would be illegal at the end of the year and it's in mint condition, they might give you a store credit (but you should've done your research). If you bought it THEN it was published that it would be illegal for tournament play, you now own a very large (and expensive) paper weight.
